Kosmos 2499: Space Debris Collector or Anti-Satellite Weapon?

Satellite named Kosmos 2499 was launched on May 23,2014 from Plesetsk, Russia. It’s purpose was stated to collect Space Debris but later on when it was found that it could maneuver itself,  scientist described its functioning as a Satellite Maintenance vehicle which is designed to test Plasma Propulsion engines or Ion Thrusters. These thrusters are new generations hall effect thrusters which can maneuver any spacecraft by shifting  east-west and north-south axis. These hall effect thrusters use fraction of energy used by present propulsion engines.
